Royal Jubilee Hospital Adult Involuntary Care Beds - Hazmat & Abatement Consulting & Monitoring Services

The Vancouver Island Health Authority is seeking a consulting firm to provide hazardous materials abatement consulting and monitoring services for the Adult Involuntary Care Beds project at the Royal Jubilee Hospital's Eric Martin Pavilion. The scope of work involves the demolition of Levels 3 and 4 back to shell space, which requires the mitigation of asbestos in ceiling tiles, fireproofing, and flooring, as well as lead paint, silica, and mercury. The selected consultant will be responsible for pre-construction coordination, reviewing abatement plans, performing hoarding inspections, conducting air monitoring, and providing final visual inspections and clearance documentation to ensure compliance with BC Occupational Health and Safety Regulations and WorkSafeBC standards. The contract is based on the AIBC Standard Form of Contract 6C and will be awarded to the proponent with the highest overall ranking, based on a weighted evaluation of technical submissions (70 points) and financial proposals (30 points). Technical qualification requires a minimum score of 60% to proceed to financial evaluation. Mandatory requirements for the successful consultant include professional, commercial general, and automobile liability insurance of $2 million each, compliance with the British Columbia Criminal Records Review Act, and adherence to Island Health's privacy and respectful workplace policies. The project utilizes a fixed-fee structure for core services with a maximum upset value for travel disbursements. Proposals are due by September 29, 2026, via the Bids and Tenders portal.
