Title: Notification of the SEC's Intent to Award a Single Source Purchase Order for RPost RMail Description(s): The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to RPost Inc. RMail for 100 users and RPost Premium Support. The contracting officer has determined that RPost is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b). The software publisher has a commercial of the shelf product with little to no competition that will allow the SEC to serve defendants via email. This includes certified email, time stamping, electronic signature and contracting, meta data cleaning, and encrypted email. RPost also includes registered receipt email that legally proves delivery of content and time, which can be self-authenticated in minutes. Includes banner with the ability to mark "For Official Use"; detects message tampering; and time stamped delivery including verification of an open email without allowing the reader to decline a read receipt. The period of performance for the purchase order is anticipated to be a one (1) year base period and four (4), one (1) year Option Periods and the total value of the order shall be below the Simplified Acquisition Threshold. The SEC intends to award a purchase order to RPost on or about September 10, 2019. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
