The Utah Division of Purchasing, in collaboration with the Utah Army National Guard, is seeking qualified professional engineering service providers through a Request for Statement of Qualifications (RFSQ) to develop and update critical water quality management plans, including Spill Plan Countermeasure Control (SPCC) and Stormwater Pollution Prevention Plan (SWPPP). The scope encompasses site assessments, inspections, monitoring, sampling, and ensuring compliance with state and federal water regulations. The evaluation process involves a two-stage review: an initial screening for responsiveness and mandatory requirements, followed by a detailed technical evaluation by a committee. Proposals are scored out of 1,000 points based on criteria such as company history and mission, relevant experience with Clean Water Act (CWA) projects, project management capabilities, and risk and resource management. The contract, titled RR26-5, is valued between $500,000 and $2,000,000, with a response deadline of August 21, 2025. The project is located in Utah, and interested firms can find additional details and submit their qualifications through the provided online portal.
