SUBJECT: Sources Sought Notice – Business Model & Other Transaction (OT) Agreement Feasibility Questionnaire: CAP 061075 RRAD Non-Destructive Testing Facility (Project No. 520249)
DISCLAIMER: This is a Request for Information (RFI) under the authority of 10 U.S.C. § 2808a. The Government is seeking commercial market intelligence to shape the business strategy, commercial agreement terms, and risk-sharing mechanisms of an upcoming non-FAR-based acquisition. Your feedback will directly influence the final Other Transaction (OT) solicitation package.
1. Purpose & Objective The U.S. Army Corps of Engineers (USACE) Fort Worth District, in support of Red River Army Depot (RRAD), is exploring the use of an Other Transaction (OT) Agreement for facility construction under 10 U.S.C. § 2808a. The primary objective is to execute a Design-Build to Budget (DBtB) approach to maximize facility quality and capability within a fixed Construction Cost Limitation (CCL) of $8,100,000.00. To ensure this non-FAR commercial framework is structured optimally, the Government is seeking detailed industry feedback regarding the viability of this commercial vehicle, risk allocation, supply chain friction points, proposal stipends, and performance incentives.
