RUBBER STRIP

The contract solicitation SPE8E6-26-T-4082 is for the procurement of 900.5 standard packages of rubber strip, identified by NSN 9320-00-497-8597, under a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with the requirement that only SBA-certified SDVOSB concerns are eligible for award. The rubber strip must be manufactured in strict compliance with applicable military and federal specifications, including Basic Drawing NR 98897 LS34999 and reference drawings NR 98897 STM23-402 and NR 98752 200415485, with all items marked every three feet with the specification number, revision letter, type, class, and, if applicable, the quarter and year of cure or manufacture. All packaging and labeling must conform to MIL-STD-129 and MIL-STD-130N, while the rubber component’s marking must meet the performance and environmental resistance standards specified in MIL-STD-190, paragraph 4.1 and Table I. Items must be packaged in accordance with ASTM D3951, but DLA’s Master List of Technical and Quality Requirements supersedes any conflicting requirements. Delivery is to be made FOB Origin to DLA Distribution Warner Robins at Robins AFB, Georgia, within 107 days after receipt of order, with the need ship date set for July 20, 2026. Inspection and acceptance will occur at the destination per FAR 52.246-1. Sampling must follow MIL-STD-1916 or ASQ H1331, Table 1, or an equivalent zero-based plan, with verification levels assigned based on criticality: VII for critical, IV for major, and II for minor attributes, with zero non-conformances required unless otherwise specified. The solicitation incorporates a full suite of cybersecurity and data protection clauses, including DFARS 252.204-7012 for safeguarding covered defense information and cyber incident reporting, and requires CMMC Level 2 certification for the offering organization. The contractor must also comply with all applicable export control regulations under ITAR or EAR, possess an approved Joint Certification Program (JCP) status, have completed required DOD export control training
