Solicitation # 27-1005
The Capital Region Airport Commission is soliciting proposals under RFP 27-1005 for the development and operation of food, beverage, and retail concessions at Richmond International Airport. The project is divided into three distinct packages with an anticipated term of 15 years each. Package 1, the Culinary Collection, consists of five food and beverage premises totaling approximately 10,325 square feet with a minimum initial capital investment of 6.5 million dollars. Package 2, the Marketplace Collection, comprises six retail and café destinations totaling approximately 6,921 square feet with a minimum investment of 4.5 million dollars and a focus on experiential, Virginia-centric retail. Package 3, the National Brand Partnership Collection, is an ACDBE-neutral small-business set-aside for a nationally branded burger and breakfast quick-service restaurant on Concourse B, requiring a minimum investment of 1.5 million dollars and a Brand Sponsor guarantee. Proposals are due by February 2, 2027, at 4:00 p.m. EST, with written questions due by December 17, 2026. The purpose of this amendment is to correct the "Notice of Intent to Award Sole Source." 1. Replace the first paragraph to read: THIS IS NOT REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (5) and 15 USC 657(f) as implemented by Federal Acquisition Regulation 6.302-5(b)(6) Sole Source Awards under the Veteran Benefits Act of 2003 (15 U.S.C. 657 (f)). 2. Third paragraph: Correct the last sentence to read: Market research was performed and information gathered in determining this company to be the only Service Disabled Veteran Owned Small Business (SDVOSB) source for this requirement. 3. Fourth paragraph: Add the following sentence to the fourth paragraph: Only SDVOSB vendors should reply. 4. Fifth paragraph: Replace the fifth paragraph with the following: Neubert Aero Corp (NAC) is a service-disabled veteran owned small business who can provide the service of runway friction testing. IAW FAR 19.1406, the contracting officer has determined that NAC has met all the requirements. a. The Contracting Officer does not have a reasonable expectation that offers will be received from two or more service-disabled veteran-owned small business concerns. b. The anticipated award of the contract including options will not exceed $3.5 million. c. The requirement is not currently being performed by an 8(a) participant under provisions of subpart 19.8 nor has been accepted as a requirement by SBA under subpart 19.8. d. Award can be made at a fair and reasonable price. 5. See attached corrected copy dated 20 September 2011 with all changes reflected above.

Facility Enhancement and Maintenance IDIQ
Solicitation # FA441827R0001
Solicitation FA441827R0001 is a multi-year, Firm Fixed-Price, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Facility Enhancement and Maintenance services at Joint Base Lindsey Graham, South Carolina. This small business set-aside requirement covers three primary service areas: floor covering removal and replacement, application of protective coatings including painting and water blasting, and miscellaneous like-in-kind repairs to mechanical, electrical, and plumbing systems. The contract structure includes a base ordering period from December 15, 2026, to December 14, 2027, with four subsequent option years and a final six-month extension. Work is performed via individual task orders, and the government intends to award a target of two contracts while establishing an on-ramp pool of up to three additional offerors. The award will be based on a competitive best-value source selection where past performance is considered significantly more important than price. Proposals must be submitted electronically via DOD SAFE by November 5, 2026, and must include a price proposal and past performance information. Technical requirements mandate a Quality Control Manager with at least five years of experience and adherence to Unified Facilities Criteria for protective coatings. Contractors are responsible for providing all labor, materials, and equipment, and must comply with specific security requirements for base access and cybersecurity standards under DFARS 252.204-7012. Invoicing is processed through the Wide Area WorkFlow system, and all work carries a minimum one-year warranty.

JB Charleston Multiple Award Construction Contract
Solicitation # FA441826R0009
The JB Charleston Multiple Award Construction Contract (MACC) 2.0 is a competitive solicitation (FA441826R0009) set aside for HUBZone and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract establishes a vehicle for new construction, alteration, repair, and demolition services, as well as design-build capabilities, across various locations including the Air Base, Weapons Station, and other associated sites. The overall contract capacity is 400 million dollars over a period of performance spanning five years and six months, with individual task orders generally valued between 1 million and 30 million dollars. Award decisions are based on a best value tradeoff technique, where past performance is weighted significantly more than price. The evaluation process utilizes a seed project, specifically the repair of Dormitory B.464, to determine pricing. The seed project involves comprehensive renovations and seismic upgrades, including HVAC, plumbing, and electrical improvements. Proposals must be submitted electronically via DoD SAFE, and the current deadline has been extended to October 28, 2026, at 12:00 PM EDT. Contractors are required to adhere to strict quality control and safety standards, including compliance with USACE EM 385-1-1 and the Davis-Bacon Act. Key administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for electronic invoicing and the submission of performance and payment bonds for each task order. The contract also includes on-ramp and off-ramp procedures to manage contractor performance and maintain competition throughout the contract lifecycle.
