Rural Business Development Grant Program

The Rural Business Development Grant Program is a federal initiative administered by the USDA’s Rural Business-Cooperative Service to stimulate economic development and job creation in rural areas through grant funding. Applications are submitted under two distinct categories—Business Opportunity Grants and Business Enterprise Grants—each designed to support projects that foster small and emerging private businesses, defined as entities creating or preserving 50 or fewer new jobs with projected gross revenues under $1 million. The program operates under 7 U.S.C. 2008v and aligns with regulations in 2 CFR 200 and 7 CFR Part 4280, requiring compliance with Uniform Administrative Requirements, indirect cost limitations capped at 15% of modified total direct costs, and the Build America, Buy America Act. All applicants must possess a valid Unique Entity Identifier (UEI) through SAM.gov and submit mandatory forms including RD 1980-88, SF-424A, SF-270, and SF LLL. The application window closes on June 30, 2026, with a separate deadline of June 15, 2026, for Strategic Economic and Community Development (SECD) applications. Projects must occur entirely within designated rural areas, and beneficiaries must either reside in or be located in such areas, with eligibility verified through documentation. Grant awards are determined by a competitive scoring process prioritizing higher-rated applications with smaller funding requests, evaluated on programmatic merit and projected economic impact rather than low-price acquisition. Performance must demonstrate verifiable job creation or preservation over three years, supported by letters of commitment and financial records from the past three years, and all projects must be completed within one year of initiation, with a full program performance period extending through September 30, 2028. Award recipients are subject to extensive reporting and compliance obligations, including semi-annual financial and performance reports, a final report within 90 days of project completion, and adherence to civil rights requirements under Title VI, Section 504, the Age Discrimination Act, and other federal statutes. Pre-award costs are allowable only with prior written approval, and supplemental funding must be independently verified. Attachments and appendices such as organizational documents, financial statements, and letters of commitment are required to substantiate eligibility and project viability. Compliance with geospatial data standards and the Paperwork Reduction Act is mandatory, and faith-based organizations may apply but are prohibited from using federal funds for inherently religious activities.
