This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.103-170.  The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to procure, on a sole-source basis, six (6) Rynglok Fitting Tool Set (Part Number (P/N) RTSK8-02-001; National Stock Number (NSN) 5180-01-368-8873) from Eaton Aeroquip Inc (CAGE 00624) and/or its authorized distributors in support of the V-22 and F/A-18 Program.


Eaton, as the Original Equipment Manufacturer (OEM), is the original designer, developer, and manufacturer of the Rynglok Tool Set, and the owner of all technical data pertaining to the Rynglok Tool Set. Eaton and their authorized distributors are the only sources with the requisite knowledge, experience, and technical expertise to provide the required item. The Government intends to solicit and negotiate this procurement on a limited competition basis with Eaton Aeroquip Inc. and/or its authorized distributors. This action is taken under the statutory authority of 10 U.S.C.3204(a)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.”  


Cybersecurity Maturity Model Certification (CMMC) level: The CMMC level anticipated for this requirement is CMMC Level 1 (Self). This CMMC level, or higher (see 32 CFR part 170), will be required prior to award and maintained for the duration of the contract for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract.


(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.  No telephonic responses will be accepted.
