The 1st Contracting Squadron at Langley Air Force Base (LAFB), Virginia, plans to award a sole source delivery order to Dominion Virginia Power for the design, engineering, and construction of eight 22kV secondary electrical service connections. This project includes field investigations, design/build work, and installation of nine transformers (eight 5 MVA units plus one spare) along with vacuum fault interrupter switches connected to LAFB’s 22kV primary system. Additionally, Dominion Virginia Power will conduct a load survey during the summer peak months, provide a contingency plan to prevent power overloads, and perform short circuit and coordination studies spanning from their Peninsula substation along the 34.5kV eight-mile express loop to the LAFB system. The contractor will also finance, supply, install, and connect one 3000kV and two 2500kV transformers at 34.5kV voltage levels. Dominion Virginia Power must hold a valid Certificate of Public Convenience and Necessity from the Virginia State Corporation Commission and be recognized as a Virginia utility company, as utility dollars—which can only be obligated to such companies—will finance the project. This sole source procurement falls under FAR 6.302-1 and will use a firm-fixed price contract via the GSA Schedule GS00P98BSD0086. Interested alternative providers had until June 6, 2003, to submit valid proofs of capability, including required certifications, equipment details, and references from current customers, to demonstrate they could meet the contract’s technical and regulatory requirements. If no adequate responses were received by that deadline, the contract would proceed solely with Dominion Virginia Power. Key points of contact for the solicitation are Capt. Camille Chandler and Patricia Ward at Langley AFB.
