Full Description

Notice of Sole Source Intent The Bureau of Reclamation, Columbia-Pacific Northwest Regional Office intends to award a Purchase Order for Law Enforcement Patrol Services for Black Canyon Reservoir, including Idaho Department of State Park (IDPR) facilities and Wildlife Management Area surrounding the Black Canyon Dam and Reclamation Administration Sites, to Gem County Sheriff's office. Reclamation has the authority to establish contracts with local law enforcement agencies to enforce state and local regulations, as appropriate. Reclamation has found Gem County sheriff's office to be the only reasonably available source with full arrest authority to successfully complete the required services. The resulting Purchase Order will be for a 12-month base period and include four (4) additional 12-month option periods; to be exercised at Reclamation's discretion. Since Reclamation's initial market research indicates that only one responsible source can fully provide the services that will satisfy the Agency's requirements a Determination to Solicit from a Single Source justification is being prepared. The Government anticipates award before June 1, 2021; services to begin no later than July 1, 2021. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice can be emailed to contact@example.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or any other than small business under North American Industry Classification System (NAICS) Code 561612. The applicable Small Business Size Standard is $22.0 million. Vendors should also describe their full arrest authority as that is a key requirement during performance. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
