SPSV - Canine Narcotic Kinetic Detection Services

The Alabama Department of Corrections, Special Services, is seeking to renew and continue existing Canine Narcotic Kinetic Detection Services under solicitation SRC0000037454. The supplier will provide specialized handlers and canines certified in the Kinetic program for person-borne or air-scent detection to assist with contraband interdiction, including the screening of staff, visitors, and shipments. These services are performed at the Donaldson, Limestone, and St. Clair Correctional Facilities, with the possibility of adding more locations. The required staffing includes two handler/canine teams for the first and second shifts and at least one team for the third shift at each facility. Canines must be capable of detecting marijuana, cocaine, heroin, MDMA, fentanyl, synthetic cannabinoids, and methamphetamine. The contract allows for annual renewals for up to five years, with a total cost not to exceed 25,000 dollars. Key requirements include weekly canine training, annual staff and canine recertification, and random hair follicle drug screens for all employees. The supplier must maintain a general liability insurance policy with a 1,000,000 dollar combined single limit and be registered in the State of Alabama's STAARS accounting system for monthly electronic payments. Additionally, the contractor must provide verification of compliance with Alabama Act No. 2023-409 regarding economic boycotts and adhere to strict confidentiality and non-discrimination standards. Evaluation of bids will be based on pricing reasonableness, cost realism, and the verification of professional licenses and insurance.
