Solicitation 27-422DNR-REALT-B-54066 is an Invitation for Bid issued by the Illinois Department of Natural Resources for a farm lease at Pyramid State Park, Captain Unit. The contract, identified as 27AL2410, seeks a vendor to manage 92.50 acres of land dedicated to hay production from 2027 through 2031. The primary objective is to implement ecologically sound agricultural practices that improve soil health, minimize erosion, and protect wildlife habitats. Key operational restrictions include a total prohibition on double cropping and the banning of specific chemicals such as neonicotinoids and Dicamba. Bids are due by November 4, 2026, at 2:00 P.M., with electronic submission via BidBuy being the preferred method. To be considered responsive, bidders must submit a complete package including an offer, the contract, an equipment list, and the appropriate vendor disclosure forms. Award decisions are based on responsiveness and responsibility, with the state evaluating financial resources, tax compliance, and general qualifications. The successful vendor must provide a Certificate of Liability Insurance within 30 days of execution and maintain it annually. Payment terms involve annual lease payments per acre, which can be guaranteed via cash or irrevocable letters of credit, and the vendor must comply with all applicable prevailing wage laws and state human rights regulations.

The Wild Horse and Burro program is an integral part of the management of federal lands in the Eastern United States. Every year wild horses that are determined to be excess on the public lands are removed and placed in the Adopt-A-Horse program. This program places wild horses and burros into private homes around the country. The Wild Horse and Burro Center at Piney Woods (PW) is charged with taking care of these animals on their journey to private adopted homes. The primary feeding of alfalfa\grass hay is through the use of large round bales. Alfalfa\grass hay ensures the care of wild horses on the facility. This will be the largest amount of hay needed to be supplied by the contractor. Piney Woods also feeds animals in the smaller load pens and sick pens using small square bales.
