CIty of West Richland S. HIGHLAND BLVD AND KEENE RD INTERSECTION IMPROVEMENTS PROJECT Benton county, washington INVITATION TO BID The City of West Richland will receive sealed bids for the S. HIGHLAND BLVD AND KEENE RD INTERSECTION IMPROVEMENTS PROJECT at the Municipal Services Facility, 3100 Belmont Blvd, West Richland, Washington, 99353 until Tuesday, October 13, 2026 at 11:00 a.m. The project will include excavation and embankment compaction, crushed surfacing base and top course, HMA Cl. 1/2-inch paving, Traffic Signal System, removal of asphalt pavement, concrete sidewalk, and concrete curb and gutter, construction of concrete sidewalks and concrete curb ramps, illumination system, storm drainage improvements, landscape restoration, pavement markings, permanent signing, including removal and resetting of permanent signs, and all other work necessary to complete the project in accordance with the Contract Plans, Contract Special Provisions, Technical Specifications, and Standard Specifications, with groundwater anticipated and dewatering expected to be a significant construction challenge. All bid proposals shall be accompanied by a bid proposal deposit in surety bond, cash, certified check, or cashier’s check, surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of West Richland.
