S--Kentucky Air National Guard Smart Meters for Energy Monitoring

The Kentucky Air National Guard is seeking to enter into a sole source contract with C2 Facility Solutions, LLC, located in Louisville, KY, to procure a comprehensive energy monitoring system. This system is designed to measure, display, and record base energy consumption and electronically transmit the data in a format compliant with DUERS requirements. It will support storage of four years’ worth of energy data at 15-minute intervals, with secure off-site backups maintained at a separate location. The contractor will deliver both the software and hardware needed to integrate the energy monitoring system with the Base’s existing TRANE Building Automation System and FacilityOne platform. The solution will feature a simple dashboard view accessible through FacilityOne Smart Print, allowing users across the Base to monitor energy consumption per building and overall Base usage from their desktops. This approach aims to foster an Energy Awareness Culture among users. The contract will be awarded under a justification for other than full and open competition, citing statutory authority and FAR regulations, as only this responsible source is capable of meeting the agency’s specific requirements. Interested parties were required to respond by May 14, 2009, with the Government retaining sole discretion to proceed without competition based on the responses received.
