The contract provides for non-personal services janitorial support at the Burley Creek Hatchery in Port Orchard, Washington, under a Performance Work Statement dated April 14, 2026, with a base performance period from June 1, 2026, to May 31, 2027, and four optional one-year extensions that could extend performance through May 31, 2031. All personnel must undergo a security background investigation under CAR 1352.237-71, wear visible identification on-site, and adhere to strict non-personal service conditions prohibiting them from supervising federal employees, modifying policy, or obligating funds. No PIV or CAC credentials are required, nor is access to federal IT systems permitted. Offers are evaluated based on Technical Approach and Capability, using adjectival ratings of Highly Confident, Confident, Some Confidence, or Low Confidence to assess risk, and Price, which is assessed for reasonableness and completeness without a numerical scoring model. The award will be made using a trade-off methodology under FAR 15.101-1(a), prioritizing overall value over lowest price.
