The U.S. Department of Homeland Security, Immigration and Customs Enforcement, Federal Protective Service (FPS), is seeking contractors to provide professional armed and unarmed guard services at federally owned and leased facilities across Rhode Island, Connecticut, and Western Massachusetts. The procurement involves two separate contracts: one covering Rhode Island and Western Massachusetts (HSCEBW-06-R-F00005) and the other for Connecticut (HSCEBW-06-R-F00006). While the government prefers to award these contracts to two different firms, it retains the right to award both to a single contractor if deemed in its best interest. Contractors may submit proposals for either or both contracts, which will be awarded based on best value through a source selection process balancing price and non-price factors. These awards will be indefinite delivery/indefinite quantity (IDIQ) contracts with fixed unit pricing, consisting of a one-year base period and four one-year option periods, with an anticipated start date of August 1, 2006. The solicitation is a total Small Business set-aside under NAICS code 561612 (Security Guard Services), with a small business size standard of $11.5 million. Contractors and their personnel must be eligible for secret security clearances. The procurement includes a pre-proposal conference on March 30, 2006, at the FPS Region 3 Office in Philadelphia. The solicitation documents will be available around March 17, 2006, through the Federal Business Opportunity website, with inquiries directed to the designated contact at the FPS East CCG Division.
