The Defense Energy Support Center, working with the Defense Logistics Agency, is seeking potential sources interested in the privatization of utility systems at Fort Myer, Virginia, under the authority granted by 10 USC 2688. The privatization may include transferring ownership, operation, maintenance, and service obligations of the entire utility infrastructure—including electrical distribution, potable water, and wastewater collection systems—to a public or private utility provider. This transfer would encompass all capital assets along with responsibilities for reliable service, environmental compliance, system renovations, and overall operational management. Interested parties may submit statements of interest covering any combination of the utility systems, providing evidence of their experience, financial capability, regulatory knowledge, and approach to rates and purchase valuation. If sufficient viable interest is shown, a formal solicitation could follow. The electric system at Fort Myer consists predominantly of an underground distribution system energized at 13.8 kV through a main substation owned by Virginia Power, with approximately 14 miles of underground conductor and equipment in need of potential upgrades due to age. The potable water system is fed primarily by the U.S. Army Corps of Engineers and Arlington County, featuring close to 10 miles of distribution lines, valves, hydrants, and a recently refurbished 500,000-gallon storage tank, servicing both normal and fire protection flows. The wastewater system is solely a collection network dating to the 1950s, including about 7.5 miles of piping and a single lift station, with treatment provided externally by Arlington County. The contract excludes procurement of utilities themselves, focusing instead on ownership and system management. Arlington National Cemetery is explicitly excluded from this privatization. The request for information solicits detailed qualifications and conceptual plans from interested parties by April 11, 2002, to assess market interest and feasibility for privatization efforts.
