Full Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached to this notice. The solicitation number is SSA-RFQ-15-0015 and is issued as a request for quotation (RFQ). The solicitation provisions and clauses are those in effect through FAC 2005-78, December 26, 2014. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This requirement is a 100% small business set-aside. The applicable North America Industry Classification Code (NAICS) for the requirement is 541513 with a size standard of $27.5 million. SSA anticipates that this competition will result in the award of one firm-fixed-price contract with a one-year base period and four one-year option periods, if exercised. The performance period for this effort is anticipated to begin May 1, 2015. The Social Security Administration (SSA), Office of Disability Adjudication and Review (ODAR), has a requirement for contractor services to manage and administer its Lenel OnGuard 2010 Security Management System (SMS) and to perform a variety of credentialing, badging, and visitor functions. These services shall be performed at the ODAR Headquarters? facility at 5107 Leesburg Pike, Falls Church, VA 22041 and its outlying offices in Crystal City and Springfield, VA. These services will primarily be performed at the ODAR Headquarters? facility in Falls Church, VA. The Contractor shall provide all management, supervision, labor, materials, supplies and equipment necessary to perform these services. The Government shall provide the security equipment related to the SMS, office space, and basic office equipment needed to perform these services on-site at the ODAR Headquarters? and the locations in Crystal City and Springfield, VA. The attached SF-1449 and solicitation includes a list of contract line item numbers, quantities, and instructions for providing pricing information. As stated in the attached solicitation, the pricing tables in Attachment D-1 shall be completed and provided with the offeror?s offer in response to this combined synopsis/solicitation. See the attached solicitation document and Attachments D-1 through D-7 for further details and instructions for submitting an offer. The FAR provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. See Section E1-2, which has tailored 52.212-1 and provides specific instructions offerors shall follow when submitting an offer for this solicitation. The FAR provision 52.212-2 Evaluation ? Commercial Items, applies to this acquisition. See Section E2-4 of the attached solicitation for specific evaluation criteria included in this provision and additional information regarding the evaluation of offers. Offerors shall include a completed copy of the FAR provision 52.212-3, Representations and Certifications ? Commercial Items with their offer. Section E2-5 of the solicitation includes the FAR provision 52.212-3, Representations and Certifications ? Commercial Items. FAR Clause 52.212-4, Terms and Conditions ? Commercial Items is applicable to this acquisition and is included in Section C1-4 and C2 of the attached solicitation. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items is applicable to this acquisition and included in Section C2-3 of the attached solicitation. The applicable FAR Clauses are checked in FAR 52.212-5 in Section C2-3 of the solicitation. Offerors are responsible for downloading their own copy of this combined synopsis/solicitation and attachments and amendments, if any. SSA will not honor request for paper copies. A Site Visit is scheduled for Wednesday, January 28, 2015 at 10:30 a.m. EST to be held at the SSA?s, ODAR Headquarters? Complex in Falls Church, VA.
