The Department of Veterans Affairs, Network Contracting Office 4, is planning to award a sole source, firm-fixed price contract to Quantum Builders, L.L.C. for tree removal services at the Coatesville VA Medical Center campus in Coatesville, Pennsylvania. This contract is a follow-on to a previous award given to the same company for similar services at various locations on the Coatesville VAMC property. Due to recent storm damage, the removal of 15 trees has become urgent to mitigate safety risks for patients, staff, and property. The approval of an alternative contractor is expected to cause unacceptable delays and duplication of cost, making Quantum Builders the logical choice to continue this work. The contractor will be responsible for providing all necessary labor, tools, and equipment to remove the specified trees, grind out all stumps, remove excess grindings, and backfill all holes. The trees slated for removal are located behind building 127 near the Picnic area and three trees inside the oval near buildings 5 and 6. The performance period is set for 60 calendar days following receipt of the Notice to Proceed, with contract award expected on or about August 8, 2017. The procurement falls under NAICS code 561730 (Landscaping Services) with a size standard of $7.5 million. While this notice is not a solicitation or request for quotes, capable parties may submit capability statements or proposals by the deadline of 10:00 AM EST on August 8, 2017, for consideration by the agency.
