The California Department of Industrial Relations is seeking a contractor to deliver in-person and optionally online training on American Petroleum Institute (API), American Society of Mechanical Engineers (ASME), and American National Standards Institute (ANSI)/ASME standards related to Process Safety Management (PSM) for petroleum refineries and chemical facilities. The training program must cover multiple API standards including 510, 570, 571, 572, 574, 576, 577, 580, 581, 653, and 520/521, focusing on inspection, mechanical integrity, risk-based inspection, damage mechanisms, and fitness-for-service assessments, with instruction delivered by qualified instructors who have at least one year of teaching experience and verifiable credentials from API or ASME. The contract is structured as a Firm Fixed Price arrangement under a Lowest Price Technically Acceptable (LPTA) evaluation model, with a maximum budget of $600,000, and award will go to the lowest responsive and responsible bidder whose proposal meets all technical requirements. Performance is expected to occur between September 1, 2026, and the end of calendar year 2029, with training sessions delivered at designated DIR offices in Concord, Oakland, Los Angeles, Santa Ana, or San Diego, or at mutually agreed locations.
