This Best & Final Offer Request for Proposals (the “BAFO RFP”) is an invitation by Public Health Ontario (“PHO”) to Software Original Equipment Manufacturers (OEMs) to submit proposals for Software-as-a-Service (SaaS) solution featuring Robotic Process Automation (RPA) and Intelligent Document Processing (IDP), as further described in Appendix B (the “Deliverables”). For clarity, Stage 1 (Round 1) is the initial proposal submission stage, and Stage 2 (Round 2) is the Best & Final Offer (BAFO) stage for invited Top-Ranked proponents.For the purposes of this RFP, the OEM must submit the proposal as the proponent (Primary Vendor). The proposal must include Canadian implementation services for the Deliverables. This requirement is driven by PHO’s operational needs, including the need for vendor resources to be available onsite primarily in Toronto (PHO’s main office) during implementation, and at other PHO laboratory locations in Ontario after the system is fully operational, as required by PHO. The OEM must either (a) confirm it will provide the implementation services itself through a Canadian implementation services provider, or (b) name one (1) Canadian implementation partner that will provide the implementation services on its behalf. In all cases, no more than one (1) Canadian implementation partner may be named. See Section 1.1.4(b) for the full Primary Vendor/implementation requirements.
