SAC 104 Cold Plane and RHMA-G

The California Department of Transportation District 3 is executing the SAC 104 Cold Plane and RHMA-G project, a highway maintenance effort on Route 104 in Sacramento County near Galt. Spanning from Postmile 0.5 to 4.6, between 0.1 mile west of McKenzie Road and 0.1 mile west of Conley Road, the project aims to extend the service life of the pavement and prevent further deterioration. The scope of work includes performing dig-outs and Hot Mix Asphalt overlay, grinding and overlaying 0.10 inch Cold Plane AC Pavement with Rubberized Hot Mix Asphalt-Gap Graded, and implementing shoulder backing. Additionally, the project involves upgrading six noncompliant curb ramps to meet current ADA requirements. All work will be performed within the operational right-of-way and is classified as a Class 1 Categorical Exemption under PRC 21084 and Title 14 CCR 15301(c), meaning it is exempt from CEQA and NEPA requirements with no significant environmental impacts. A critical requirement for the project is the procurement of Maintenance and Consent Letters from the Union Pacific railroad and the Central California Traction Company due to the proximity of the work to existing railroads.
