SAC 99 McConnell OH Barrier Repair (EA 03-2N040)

The California Department of Transportation District 3 is initiating an Emergency Force Account project titled SAC 99 McConnell OH Barrier Repair (EA 03-2N040) located on State Route 99 at post mile 8.77 in Elk Grove, Sacramento County. The primary objective of the project is to repair damages at the McConnell Overhead bridge 24-0392 to restore the strength of the bridge barrier, regrade soil slopes to eliminate ponding under the bridge, and redirect storm water away from nearby Union Pacific railroad tracks. The scope of work includes mobilization, regrading soil slopes, placing aggregate base, installing asphalt cement dikes and joint seals, barrier repair, traffic control, and other incidental work. The project is classified under NAICS code 237310 and has been determined to be exempt under CEQA Class 1(d) for existing facilities and categorically excluded under NEPA, as it involves repairing existing infrastructure without expanding its use. While no regulatory permits are required, permission from the adjacent railroad must be obtained before work commences. Project management is led by Anthony Thurman, with Jason Ammerman serving as the lead agency contact and Lisa Machado as the Environmental Branch Chief. The project was formally documented and signed in December 2025.
