Sacramento 2040 General Plan and Climate Action & Adaptation Plan

The City of Sacramento is implementing the 2040 General Plan and the Climate Action and Adaptation Plan, which establish goals and policies for the physical development of approximately 197 square miles of the city and surrounding areas through 2040. This initiative focuses on state-mandated topics, greenhouse gas emission reduction, and climate change adaptation. As part of this broader framework, the city is executing the Sutter's Landing Regional Park Site Amenities Plan Update to create a long-term vision for the 204-acre regional park, incorporating 38 additional acres added by 2022. The park update aims to balance high-intensity active uses in the core with lower-intensity uses on the eastern and western perimeters. Planned amenities include nature play areas, outdoor fitness equipment, community gathering spaces, multi-use courts, turf fields, a bike pump track, and native grasslands. The project specifically addresses the challenges of developing on landfills and emphasizes environmental sensitivity, accessibility, habitat restoration, and the preservation of historical elements. These efforts are governed by the California Environmental Quality Act, with the City Council certifying that the project will not have significant environmental effects beyond those already evaluated in the 2040 General Plan Master Environmental Impact Report.
