The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Test Center (AFTC), 412th TENG, Edwards AFB, CA intends to issue a sole-source, firm-fixed price contract to SAE International. The proposed source is a principle publisher and possesses a seamless transfer. Anticipated award date is 26 April 2019. The NAICS code is 519120. REQUIREMENTS: SAE will be one of the main on-line mission oriented resources provided to the Edwards flight test community by the Technical Research Library. The supply required is annual renewal subscription for SAE digital library for the following: - DLIBTP - SAE Digital Library Technical Papers 1998 to Present for 100 Users / 1 Location(s) - DLIBSTD-AS - SAE Digital Library Standards AS for 100 Users / 1 Location(s) - DLIBSTD-AMS - SAE Digital Library Standards AMS for 25 Users / 1 Location(s) The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: 1.
