Safe Routes to School - Safety Audit/Community Travel Plan

The Village of Schaumburg Department of Transportation is soliciting proposals under solicitation number 2026-RFP-063 for a consultant to develop a Safety Audit and Community Travel Plan. The project aims to enhance sidewalk and bikeway connections within a one-mile radius of six schools, specifically four elementary schools and two junior high schools. Key deliverables include an existing conditions report, detailed network maps identifying gaps, a summary of stakeholder and intergovernmental coordination, and significant public engagement activities. This initiative is funded through Safe Routes to School and Highway Safety Improvement Program grants and must comply with all associated grant requirements. Proposals must be submitted via the OpenGov portal by October 9, 2026. The evaluation process utilizes a points-based scoring method, with specific weight given to the resumes of five key personnel. Successful proposers must demonstrate sufficient experience, capital, and equipment to complete the work and must adhere to the Employment of Illinois Workers on Public Works Act. The final contract will be issued as a purchase order. Required certifications include tax compliance with the Illinois Department of Revenue, a drug-free workplace, and a lack of convictions for bid rigging or rotating. The selected consultant must maintain comprehensive insurance coverage, including General Liability of at least 1 million dollars per occurrence and 2 million dollars policy limit, Automobile Liability of 1 million dollars, and Umbrella Liability of 2 million dollars, with the Village of Schaumburg named as an additional insured. All materials delivered to the Village must be shipped F.O.B. delivered to Schaumburg, Illinois. Proposers are required to submit a separate fee and hour-based cost proposal as part of their submission.
