Safe Routes to School - Safety Audit/Community Travel Plan

The Village of Schaumburg is soliciting proposals under solicitation 2026-RFP-063 for a consultant to develop a Safety Audit and Community Travel Plan. The project aims to enhance sidewalk and bikeway connections within a one-mile radius of six schools, including four elementary and two junior high schools. Funded by Safe Routes to School and Highway Safety Improvement Program grants, the scope of work requires the consultant to map existing conditions, identify network gaps, conduct significant public engagement, and create an implementation roadmap with cost estimates. Deliverables include an existing conditions report and a summary of stakeholder and intergovernmental coordination. Proposals must be submitted via the OpenGov portal by October 9, 2026. The Village will evaluate firms based on their ability, experience, capital, and equipment, with specific scoring weight assigned to the resumes of five key personnel. The successful consultant must comply with the Employment of Illinois Workers on Public Works Act and maintain comprehensive insurance coverage, including general liability, automobile, and umbrella policies, naming the Village as an additional insured. The final contract will be issued as a purchase order. Proposers are required to submit a separate fee and hour-based cost proposal and certify compliance with tax laws and drug-free workplace standards.
