The FDA's Office of Acquisitions and Grants Services is preparing a solicitation for the SAFEKIDS Initiative, aimed at studying the safety of key inhaled and intravenous drugs in pediatric populations, specifically focusing on the effects of anesthetics and sedatives on the developing human brain. This initiative involves both non-clinical and clinical research, including long-term studies in neonates and young children, addressing significant challenges of study design, validity, and ethics. The contract will be divided into two functional categories: administrative tasks to establish and maintain the SAFEKIDS Public-Private Partnership, which includes managing scientific advisory activities, outreach, and funding; and scientific tasks involving the design and execution of clinical trials and preclinical studies to improve understanding of drug effects on pediatric brain development. The contract will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) with a base period and four one-year options. Task orders may be issued as firm fixed price, labor hour, time and materials, or a combination of these types. The solicitation is expected to be released around May 18, 2010, with proposals due roughly 30 days later and an award anticipated by September 8, 2010. The procurement is open to all qualified sources under a full and open competition, with the NAICS code 813920. Interested offerors must monitor FedBizOpps for solicitation release and amendments, as no direct notifications will be provided, and must be registered in the Central Contractor Registration database before award. The project will be based in Rockville, Maryland, and contacts for the opportunity include Ronald Loube and Contract Specialist Terry Frederick.

Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.
