Saipan Shower Rentals and Services

The Government is seeking a turn-key, self-contained portable shower service to support military exercise operations at the Cowtown site in Saipan, Commonwealth of the Northern Mariana Islands, from June 7th to July 12th, 2026. The contractor must provide a minimum of ten shower stalls for male personnel and three separate stalls for female personnel, serving up to 65 individuals who may shower up to twice daily. The site has no existing infrastructure, so all units must be fully self-sufficient, including on-site power generation with fuel, a continuous daily supply of at least 1,000 gallons of non-potable water, and complete plumbing for wastewater containment. The contractor is responsible for 100% containment and lawful off-site disposal of all grey water, with tanks required to remain at or below 75% capacity at all times through daily cleaning, inspection, filling, and draining. All equipment must be fully operational by 0800 hours on June 7th and installed level and securely fastened, with emergency repairs for failures, overflows, or damage required within two hours of notification. The contractor must also maintain a comprehensive safety plan compliant with OSHA standards, ensure all personnel wear appropriate PPE, immediately report any incidents, and comply with local, state, federal, and military building, electrical, and plumbing codes including UFC, NEPA, NEC, and NSPC. This acquisition is structured as a 100% Small Business Set-Aside under NAICS code 562991 with a size standard of $9 million, and payment will be processed exclusively via the Governmentwide Commercial Purchase Card or Wide Area WorkFlow (WAWF), with all associated transaction fees included in the quoted price. The contract is a Firm Fixed Price arrangement, and the offeror must submit a proposal via email to Joshua Pickering by 6:00 PM local time on May 28th, 2026. All proposals must comply with FAR and DFARS clauses including those related to System for Award Management registration, cybersecurity safeguards, security prohibitions, whistleblower rights, and restrictions on covered defense telecommunications equipment.
