On May 12, 2026, the County of Los Angeles approved the direct sale of two surplus parcels totaling 1.84 acres in unincorporated Topanga Canyon to adjacent property owners, following a non-competitive process permitted under county surplus property procedures. These parcels, acquired through tax defaults and never utilized or developed by the County, are being transferred under strict perpetual restrictions: they must be legally merged with the buyer’s adjoining property and cannot be used for any habitable structure. The sale also retains all mineral rights for the County and preserves its right to access the land for public safety purposes, including fire break establishment. The transaction is legally grounded in a previously adopted Negative Declaration dated February 13, 2007, under the California Environmental Quality Act, which determined no significant environmental impact would result, eliminating the need for further environmental review. The sale is documented through a quitclaim deed and a sale and purchase agreement, with the County’s Real Estate Division handling administration and oversight. Payment is to be made to the County Chief Executive Office at 555 W. Fifth Street, Los Angeles, CA 90013, with total proceeds from the four related transactions, including these two parcels, amounting to $154,759, derived from confirmed sale prices recorded in prior approvals. There is no solicitation number, formal contracting process, or federal acquisition clause involvement, as this is a direct real estate conveyance governed entirely by state and local property and environmental law. The lead point of contact for the transaction is Joyce Chang, Senior Manager of the Real Estate Division, and submission of required documentation, including legal descriptions and environmental certifications, must be completed by May 19, 2026, primarily through physical filing at designated county offices, with no electronic submission standards or federal procurement identifiers such as UEI, CAGE, or FAR clauses applicable.

On May 12, 2026, the County of Los Angeles (County) Board of Supervisors approved the sale of two County-parcels of surplus land located in unincorporated Topanga Canyon, CA to adjacent property owners. The surplus properties to be sold together total 1.84 acres and were acquired by the County as a result of property tax defaults. Neither parcel has ever been contemplated for use or development by the County. In each instance, the prospective buyer owns the adjoining property which is vacant or is used for residential purposes. Both of the surplus properties will be acquired subject to a restriction precluding development of habitable structures on them. In addition, the parcels will contain a requirement that each parcel be held as one lot with each buyer's adjoining property, in perpetuity. Additionally, the County adopted a Negative Declaration for the Topanga Land Sales pursuant to the California Environmental Quality Act, which was adopted by the Los Angeles County Board of Supervisors on February 13, 2007, and a Notice of Determination was filed on June 28, 2007. The proposed activity described herein is within the scope pf the Negative Declaration for the Topanga Land Sales adopted by the Board on February 13, 2007. At that time, a recommendation was adopted, and a finding was made that the project, which included the two properties currently proposed for sale, will not have a significant effect on the environment. No further environmental findings are required.
