Bid Notes: Pearland Independent School District (“PISD” or “District”) is accepting Competitive Sealed Bids (CSB) for the purchase of approximately 45.626 acres (1,987,469 square feet) of District-owned surplus vacant land located along the southwest line of FM 518 (E. Broadway Street), east of Pearland Parkway, Pearland, Texas 77581. The property, identified by Property ID Numbers 164165, 164167, and 171756, will be sold “AS IS, WHERE IS,” with all faults and without warranties or representations by the District. Definitions: For purposes of this solicitation, “Bidder” means any person or legal entity that submits a bid in response to this solicitation to purchase the Property. “Buyer” means the successful Bidder that enters into an agreement with the District for the purchase of the Property. References to a Bidder or Buyer include their respective authorized representatives, as applicable. Questions: Please submit questions through the Pearland ISD eBid System by 2:00 PM Friday October 16, 2026. The District will not answer verbal questions or those submitted through any means other than the District's eBid System; any responses to a prospective Bidder’s questions will be posted within the the District's eBid System. Due Date: Bids are due no later than 10:00 a.m. CST on October 28, 2026. Bids submitted after the deadline will not be accepted. All bids must be submitted electronically through the District’s IonWave electronic bidding system no later than the bid deadline . Bidders are responsible for completing all required fields, certifications, attributes, and attachments within IonWave prior to submission. A public bid opening will be held at 11:00 a.m. CST on October 28, 2026, in the Virgil Gant Education Support Center (ESC) Board Room, 1928 N. Main Street, Pearland, Texas 77581. Late, incomplete, or nonresponsive bids will be rejected. Bid Security Deposit Each Bidder must submit a $100,000 Bid Security Deposit in the form of a certified check or cashier’s check in accordance with the submission instructions, delivery requirements, and deadline established in this solicitation. The original Bid Security Deposit must be delivered to: Pearland Independent School District 1928 N. Main Street Pearland, Texas 77581 Attention: Business Services The Bid Security Deposit must be submitted in a sealed envelope clearly labeled: “ DO NOT OPEN – CSB #26-0901-1 – BID SECURITY ” The original Bid Security Deposit must be received by Pearland ISD Business Services on or before October 28, 2026, at 10:00 a.m. Central Time . Business Services staff will date and timestamp each Bid Security Deposit upon receipt and record the receipt on the designated bid receipt log. The Bid Security Deposit will be matched to the Bidder’s electronic submission using the Bidder’s name and CSB number. A Bidder must timely complete both requirements: (1) submit the original $100,000 Bid Security Deposit to Business Services and (2) complete the electronic bid submission through the District’s eBid system. For purposes of documenting a complete submission, the Bidder’s submission time will be the later of the two recorded receipt/submission times. Failure to timely complete either requirement by the solicitation deadline will result in the bid being considered non-responsive. Following receipt, Business Services will process and deposit the Bid Security Deposit through the District’s normal cashiering and deposit procedures. Upon completion of the bid process, Business Services will process refunds of Bid Security Deposits for non-awarded Bidders in accordance with District procedures and the terms of this solicitation. Responsiveness and Communications Bidders are responsible for reviewing the entire solicitation package, including all property information, exhibits, disclosures, certifications, bid attributes, contractual terms and conditions, and any addenda issued by the District. Submission of a bid constitutes the Bidder’s acknowledgment that it has reviewed the solicitation documents and agrees to comply with all applicable requirements, terms, and conditions. PISD maintains a Code of Silence to promote ethical contracting, accountability, and public confidence. From issuance of the solicitation through Board approval or contract execution, whichever occurs first, Bidders and their representatives shall not communicate regarding the solicitation, property, evaluation, recommendation, or award with District employees, administrators, Board of Trustees members, or other District representatives. All questions and requests for clarification must be submitted through the Pearland ISD eBid System. After the bid opening, the District may request clarification of a submitted bid solely to determine responsiveness. Clarifications shall not permit a Bidder to modify, supplement, or negotiate its bid, bid price, or other material terms. Bidders shall respond only to the information specifically requested by the District. Unauthorized communications or attempts to influence the solicitation, evaluation, recommendation, or award will result in disqualification. PISD will review all timely and responsive bids. Bids will be considered primarily based on the purchase price offered, taking into account any requested buyer’s broker commission to be paid from the sale proceeds. PISD reserves the right to consider other factors that serve the interests of the District, including maximizing the return on the Property and advancing the District’s public education mission. PISD is not required to select, accept, or recommend any bid and reserves the right to reject any or all bids or withdraw the Property from sale.
