Sale of Surplus Timber on County Right of Way

Lewis County is offering for sale all standing timber located on a 1.2-acre, 30-foot strip of unopened dedicated road right of way north of the improved portion of Kray Road #904 near Chehalis, Washington. This timber, situated on the east side of the section line common to Sections 34 and 35, T14N R3W, W.M., is being sold due to its vulnerability following timber harvesting on adjacent parcels, posing potential public safety risks. The sale is conducted through a sealed bid process with a minimum bid requirement of $3,063.00, and each bid must be accompanied by a $500.00 cashier's check, which will be credited toward the purchase price if the bid is successful or returned if not. The timber is valued based on detailed cruise data specifying various species and grades, including CS 4S, DO 2S, HR 2S, and RC 4S, with unit prices ranging from $300 to $1,675 per MBF. Payment in full, via cash or cashier’s check, must be made to the Lewis County Public Works Department before any cutting occurs. The buyer, referred to as the Logger, must complete all harvesting and site cleanup within 90 calendar days of contract award, ensuring debris removal meets the County’s satisfaction. The Logger is required to obtain all necessary permits and pay state harvest taxes, maintain commercial automobile and general liability insurance with minimum limits of $2 million per occurrence or $5 million combined single limit, and ensure Lewis County is named as an additionally insured party on all policies except professional liability. The Logger waives immunity under Title 51 of the Revised Code of Washington and assumes full responsibility for safety, compliance with all applicable laws, and the well-being of all personnel on site. The agreement cannot be assigned or subcontracted without the County’s prior written approval and is subject to approval by the Lewis County Board of County Commissioners before becoming enforceable. The contract is governed by Washington state law, negotiated jointly by both parties, and not to be construed against either side.
