The United States Department of Agriculture's Agricultural Research Service seeks to establish a firm fixed-rate Energy Savings Performance Contract - Energy Sales Agreement with a single contractor to supply electricity generated from onsite photovoltaic systems at the Crop Improvement and Protection Research Laboratory in Salinas, California. The contract covers two distinct campuses, each with separate electrical connections and meters managed by PG&E. The contractor is responsible, at their own cost, for the complete design, engineering, construction, permitting, and installation of the solar PV systems, including any necessary upgrades to the USDA distribution system and electrical services as required by PG&E interconnection studies or regulatory codes. This effort is structured as a service contract under the ESPC authority, requiring the contractor to guarantee annual cost savings and provide performance verification throughout the contract term. The USDA will evaluate proposals based on best value, emphasizing technical compliance and timely delivery rather than solely on price. The contract mandates adherence to ESPC requirements, including annual measurement and verification of energy savings and performance guarantees. The work will be performed at two locations in Salinas, California: the main CIPRU campus and Spence Field. All inquiries regarding the solicitation must be submitted in writing to the designated contract specialist via email. The government aims to select a contractor that not only meets or exceeds the technical criteria but also delivers sustained energy and cost efficiencies over the life of the contract.
