San Luis Obispo Affordable Broadband Network

The City of San Luis Obispo will expand its affordable broadband infrastructure by integrating 125,600 feet of existing and upgraded City-owned fiber with 323,715 feet of existing Astound fiber to create a redundant, looped backbone network. This enhanced infrastructure will support reliable high-speed internet access across the city, particularly in underserved areas. An additional 27,981 feet of new fiber will be installed within existing public right of way, including both aerial and underground placements along designated roadways, to deliver service drops to 490 locations currently without broadband access. The project aims to close the digital divide by extending robust, future-proof connectivity to residents who lack adequate internet services. All construction will occur exclusively within publicly accessible rights of way to minimize environmental and community disruption. The network design prioritizes redundancy and resilience to ensure continuous service and scalability for future demand. The initiative is part of a broader effort to improve digital equity in the region and is being managed under the oversight of the California Public Utilities Commission, with primary coordination handled by Andrew Chan, CEQA Analyst, on behalf of Michael Rosauer. The project was posted for public notice on September 8, 2025, as part of the California Environmental Quality Act process to ensure compliance with state regulations.
