AI Contract Overview
The Town of Palm Beach, Florida is soliciting competitive bids for the construction of civil and structural improvements at the Sand Transfer Plant, with the primary objective of restoring functionality to a non-operational pipeline to serve as a backup line. The project involves the complete removal of material from the pipeline and all associated civil and structural work as detailed in the project plans and specifications. The estimated cost of the project is $151,550.00, and all bids must be submitted electronically through the Bonfire eProcurement platform, with no paper or fax submissions accepted. A voluntary pre-bid meeting will be held virtually via Microsoft Teams to allow potential bidders to seek clarification directly from Town staff and consultants, and attendance is strongly encouraged. Bids must be valid for 90 days after the bid closing date and must conform strictly to all technical, procedural, and administrative requirements outlined in the solicitation, including submission of warranties, product data, operating manuals, and compliance certifications. The award will be made to the lowest responsive and responsible bidder, with the Town retaining the right to evaluate beyond price and consider factors such as past performance, responsibility, and compliance with statutory requirements, including Florida’s Drug-Free Workplace preference as a tie-breaker. Bidders must demonstrate technical and financial competency, hold all necessary licenses and certifications, and submit proof of insurance. The Town prohibits consideration of social, political, or ideological interests in determining responsibility and strictly enforces a “cone of silence” to prevent communication between bidders and Town personnel during the solicitation. All work must comply with applicable codes and standards including AASHTO, ACI, ANSI, ASTM, AWS, and AWWA, and materials must be delivered in original manufacturer packaging with intact labels, stored properly, and preserved from damage. Inspections will occur at the project site, and final acceptance rests solely with the Town, although the contractor remains fully responsible for quality and compliance. Payments will be processed via ACH within 30 days of invoice receipt after submission through the required Schedule of Values, and a one-year maintenance warranty is required along with manufacturer warranties for all equipment. Bidders must also certify compliance with OSHA standards, anti-human trafficking laws, and non-collusion, and must not have any conflicts of interest with Town employees.
