Sanitary Survey in FY2026 at All Honshu Installations

The contractor is required to conduct sanitary surveys of ten drinking water systems across nine U.S. Army Garrison Japan installations on Honshu, Japan, ensuring compliance with Japan Environmental Governing Standards, Army Regulation 200-1, and Technical Bulletin MED 576. The scope includes onsite inspections of water sources, treatment and distribution systems, storage facilities, pumping controls, monitoring practices, and operational compliance to identify public health risks. The primary contractor must demonstrate at least three relevant contracts within the past three years involving drinking water assessments at U.S. military installations, and the field inspector must be a U.S.-licensed Professional Engineer with five successful sanitary surveys conducted at U.S. military or municipal sites. All work must occur exclusively in Japan, with the contract price inclusive of all travel, lodging, equipment, and logistical costs. Performance is scheduled from June 1, 2026, to December 27, 2026, with deliverables including an electronic Finding List within 14 days of survey completion, a Draft Survey Report within 45 days, and a certified Final Survey Report in PDF format within 30 days of draft review. The contract is Firm Fixed Price with award based on the Lowest Price Technically Acceptable methodology, where price is weighted first and past performance serves as a pass/fail gate. Offerors must submit completed SAM.gov registrations, including UEI and CAGE codes, and provide detailed past performance documentation for evaluation. The contractor must assign a Contract Manager and Alternate, ensure all personnel are properly identified and cleared for base access, and comply with Japanese labor laws and environmental regulations. Special requirements include tax exemptions under the U.S.-Japan SOFA for certain fuel purchases, strict adherence to WAWF invoicing, immediate reporting of hazardous material spills, and disposition of waste in compliance with Japanese law.
