This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, NB688000-15-04350, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314, with a small business size standard of 500 employees. This is a total small business set-aside. It is being issued using the simplified acquisition procedures under the authority of FAR 13.5 Certain Commercial Items. This combined synopsis/solicitation is for the following commercial item(s): CLIN 0001: One (1) Sapphire Optical Cavity Spacer and an associated support structure Description of requirements for the items to be acquired: National Institute of Standard and Technology's (NIST) Division 688 requires a sapphire optical cavity spacer to be used for frequency stabilization of laser system. Super-polished, highly-reflective mirrors will be optically contacted onto the cavity spacer. The optical cavity and the associated support structure to be purchased will be cooled to a temperature of 4 Kelvin in a helium-based cryostat. The Contractor shall provide all parts for one (1) Sapphire Optical Cavity Spacer and an associated support structure that meet the following minimum technical requirements. The Contractor shall deliver the instrument, as described below. The following parts are needed, and are to be fabricated from sapphire according to the attached drawings: (1) Cylindrical tapered spacer (page 1-2 of attached drawings) - quantity requested: 1 (2) Support structure (page 3 of attached drawings) - quantity requested: 1 TECHNICAL SPECIFICATIONS: Cylindrical tapered spacer and support structure as per attached drawings. - Tapered spacer to be machined from optical grade #3 or better sapphire - Support structure to be machined from technical grade #6 or better sapphire - All machining tolerances: - 0.1mm - Angular tolerance for orientation of the crystalline c-axis along the optical axis of the spacer and support: - 1 - Spacer surfaces for optical contacting: polished with 20-10 scratch-dig surface quality and lambda/10 flatness, relative parallelism error between the two surfaces is <2 arc-seconds. - Surface finish of 5 Ra (micro-inch) for all other surfaces (including interior bores) on the spacer and support - Sharp edges can be chamfered to avoid chipping during machining and handling. TECHNICAL CONSIDERATIONS: (1) Meets required grades of sapphire (2) Machining and finishing tolerances meet specifications, especially polished surface requirements. KEY AREAS OF IMPORTANCE: - Optical grade sapphire - Machining tolerances - 0.1mm - Crystalline axis orientation tolerance - 1 - Surface finishing for optical contact - Parallelism error of <2 arc seconds DELIVERABLE SCHEDULE: 14 Weeks after receipt of order (ARO) or sooner. INSPECTION AND ACCEPTANCE: Meets technical specifications. The spacer and its support will be measured and inspected to exclude the presence of macroscopic crystal defects, insertions and block boundaries, and machining errors. Two mirrors will be optically contacted to verify that the parallelism of the surfaces allows us to find the Gaussian cavity mode. ATTACHMENTS/REFERENCES: (1) Technical drawings: Drawing Vertical Cylindrical Cavity Tapered.pdf BASIS OF AWARD: Award shall be made to the lowest priced, technically acceptable quoter. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
