This service supports development of end-to-end integrated and whole capabilities for RC3, IT Transport and Networks, RRL, and C5I Core Tactical Baseline including Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) considerations, Concept of Operations (CONOPS) development, and prioritization processes.
