Full Description
NASA/GSFC intends to issue a sole source contract to acquire the satellite laser ranging (SLR) services from the University of Hawaii. The contractor shall provide SLR operations, the maintenance and calibration of the NASA Transportable Laser Ranging System (TLRS-4), and support facility planning, installation and operation of the new NASA geodetic stations as part of the NASA Space Geodesy Network (NSGN). The remote geographic location provides an uninterrupted continuation of laser tracking support at the TLRS-4 facility at Haleakala, and is supported under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Nathan Freeman, nathan.a.freeman@nasa.gov not later than 12:00pm Eastern Standard Time on June 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
