SCAFFOLDING SERVICES

Gainesville Regional Utilities (GRU) is soliciting bids under solicitation ITB-E 2027-011 for a company to provide comprehensive scaffolding services on an as-needed basis. The scope of work includes the erection of platforms, specifically including swing stages and ski climbers, as well as the performance of daily inspections and certifications in accordance with OSHA, ANSI, and Scaffolding Training Institute standards. The contract term is scheduled to run from October 15, 2026, through December 31, 2027, with the possibility of a two-year renewal and a further six-month extension to facilitate a new solicitation. Award decisions will be based on a points-based evaluation of price, safety and regulatory compliance, experience, availability, and technical capability. The selected contractor must adhere to GRU safety protocols, including the Hot Work Permit Program and Lockout/Tagout procedures. Required documentation includes a Certificate of Liability Insurance for general, automobile, and workers compensation, as well as cyber liability insurance for those accessing GRU systems. Payment terms are net thirty days from the receipt of an itemized invoice, subject to the Local Government Prompt Payment Act. Bids must be submitted electronically via the OpenGov portal by 2:00 pm on November 23, 2026. The contract includes standard legal clauses regarding anti-human trafficking, public entity crimes, and a thirty-day notice period for termination without cause.
