This solicitation, identified by number W912QG-26-Q-A008, seeks Fire Fighter Safety Apparel under a Total Small Business Set-Aside, with the NAICS code updated to 315210 for Apparel Knitting Mills, reflecting a precise focus on manufactured turnout gear rather than broader apparel accessories. The procurement is structured as a Firm-Fixed Price contract issued under the Revolutionary FAR Overhaul (RFO) Parts 12, requiring full compliance with all terms and prohibiting any offeror-added terms. All items must be quoted in their entirety with no partial submissions accepted, and quotations must be submitted by email as individual Word or PDF files directly to the designated point of contact, Kathy Coleman, by the closing date of May 12, 2026, at 10:00 a.m. EST. Delivery is required to 275 General Henderson Road, Newberry, SC, with an alternative address also referenced; payment will not occur until after delivery, verification through WAWF, and invoice acceptance, with no advance payments permitted. The equipment required includes a full ensemble of NFPA 1971-compliant firefighter PPE—coats, pants, boots, gloves, hoods, and helmets—each with specific salient characteristics outlined in Revision 3 of the attached document, ensuring performance, durability, flame resistance, and thermal protection. All items must be uniquely identified with a 2D Data Matrix UID per MIL-STD-130 and labeled for shipment according to MIL-STD-129. Evaluation will prioritize past performance, followed by technical compliance with the brand-name-or-equal specifications, and finally total price assessed for fairness and reasonableness, with award made on a best-value basis, not lowest-price technically acceptable. Offerors must have current representations and certifications active in SAM.gov, including DFARS 252.204-7016 and 7017, and must possess a valid UEI. Compliance with statutory prohibitions on kickbacks, contractor confidentiality agreements, and foreign influence is mandatory, and prime contractors are accountable for subcontractor performance reflected in SPRS, CPARS, and FAPIIS. Amendments to the solicitation must be reviewed daily, signed, and returned with the quote, and all inquiries must be submitted in writing no later than April 28, 2026.
