Schinbein Municipal Drain

The Municipality of North Perth is soliciting tenders for the Schinbein Municipal Drain project, identified as solicitation NP-0015-26T. The scope of work involves the reconstruction of 20 meters of open ditch with a 0.9m bottom width and 2:1 side slopes, including leveling and seeding of the banks. Additionally, the contractor must supply and install 6 meters of 750mm diameter H.D.P.E plastic sewer pipe, complete with a rodent gate and approximately 8 cubic meters of quarry stone rip-rap protection. All work must adhere to the January 2020 Specifications for Construction of Municipal Drainage Works and be completed to the satisfaction of the Drainage Engineer. The submission deadline is October 6, 2026, at 1:00 PM. Bidders must provide a tender security of 25,000 CAD via bid bond or certified cheque. A critical requirement is the submission of a Domestic Supply Chain Plan demonstrating a minimum of 75% Ontario or Canadian content; failure to meet this threshold will result in a non-compliant bid. The evaluation process consists of three stages: a mandatory submission review, a technical review including reference checks and company profiles, and a final pricing evaluation. The contract will be awarded to the compliant bidder offering the lowest price. Successful contractors must maintain a 5 million dollar comprehensive general liability policy and provide a WSIB Certificate of Clearance within ten days of the award. If the total contract value exceeds 500,000 CAD, performance and materials bonds are required. Invoicing for the project is managed through specific engineering contacts, including M.P. DeVos and G.A. Vereyken. All materials, specifically seeding, must be delivered in original unopened containers with proper vendor guarantees and harvest tags.
