AI Contract Overview

Hillsborough County is planning to award a sole source contract to Transportation Control Systems Inc. (TCS) for a two-year period, valued at $885,951.15, to supply and maintain flashing school beacons, power outage emergency beacons (POEBs), and related components. The flashing beacons are designed to enhance safety by alerting drivers in school zones and facilitating safe pedestrian crossings. These beacons are integrated with the county’s existing RTC Connect system, which enables real-time monitoring and troubleshooting via cellular communication, ensuring quick responses to inoperable units and maintaining public safety. The POEBs serve as backup warning signals during power outages, utilizing solar-powered red beacons to act as four-way stop signs at intersections with inoperative traffic signals. This procurement is classified as a sole source under the county’s policies because the specified items are necessary to ensure compatibility, standardization, and interchangeability within the existing integrated system, thereby reducing costs and administrative complexity. The county has reserved the right to extend, modify, or increase the scope of the contract based on evolving needs. Interested parties who believe they can provide comparable products must submit detailed evidence to challenge the sole source designation by the specified deadline, after which the county will evaluate whether genuine competition exists. The contract details and further information are accessible through the county’s procurement portal, with a designated contact person for inquiries.

Full Description

Hillsborough County intends to recommend the award of a noncompetitive procurement to Transportation Control Systems Inc. (TCS), in the amount of $885,951.15 for a two (2) year period, for ongoing and as-needed purchases of flashing school beacons, power outage emergency beacons (POEB’s), and associated components. The flashing school beacons will alert drivers within a school zone and provide students and citizens with a safe way to cross roadways. The school beacons are networked to Real Time Clock (RTC) Connect, an established and existing TCS software communication operating system, utilized throughout the county. The RTC Connect system sends emails, via cellular modems, to the County to troubleshoot the inoperable beacons, resulting in quicker response times to promote the public’s safety. In the event of a total commercial power loss at an affected intersection, the POEB’s have two (2) red solar beacons that will act as a four-way stop sign to warn the public when traffic signal lights are inoperable. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy as and is considered a sole source because the particular items are required to standardize and maintain interchangeability and compatibility as a part of an existing integrated system to reduce financial investment, simplify administration, and are only reasonably available from TCS. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods that are substantially and materially the same as those identified in the attached Sales Quote No. 26277, dated January 3, 2024, which includes an itemized description of items with unit pricing for estimated usage for the term of the contract, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call +1 (555) 000-0000.
