The U.S. Air Force at Scott AFB, Illinois is seeking temporary solutions to address severe roof leaks in a hangar where the modified bitumen roof has completely failed, causing significant water intrusion into second-floor administrative spaces. Although the fiscal year budget does not currently support a full roof replacement, the 126th Air Refueling Wing is actively soliciting external proposals for cost-effective, immediate fixes to mitigate damage and prevent further deterioration. Contractors are encouraged to submit innovative and practical remedial measures with detailed cost estimates, with the promise that any accepted solution will receive a technical advantage in future procurement evaluations if formally solicited. A formal site visit is scheduled for August 12, 2026, at Building 5002, and contractors must bring their own equipment to access the roof since base assets are unavailable; those without base access must request entry by emailing the designated point of contact with the RFI number included in the subject line. This solicitation is designated as a Small Business Set Aside under NAICS code 236220, with responses due by August 21, 2026, and primary technical contact information provided for inquiries and coordination.

The following is a “Request for Information” for hangar roof repairs on Scott AFB, IL. The pre-solicitation notice was published in advanced and in anticipation of funding, but it appears this fiscal year no money will be available. Instead, the IL ANG is seeking temporary solutions to solve the roof leak issues.

The existing modified bitumen roof has failed completely, resulting in a deluge of water entering the second-floor administrative office areas.

The government is accepting outside feedback on the proposed solutions to temporarily fix the leaking. Looking for cost estimates and various solutions so money can be secured this fiscal year. If your proposed solution is accepted for eventual solicitation, the government will give any quote from your company a technical boost during the evaluation phase of any resulting solicitation.

A site visit will be held, as requested, by Contractors. Establishing 8/12/2026, at Blg 5002 at 0900 as the formal site visit. The 126ARW does not have machines to access the roof at this point. Contractors are invited to bring their own equipment for access. If you do not have base acces, send a request to 126.arw.msc@us.af.mil with the RFI number in the email heading.
