Hillsborough County is planning to award a two-year noncompetitive contract valued at $200,730 to SubAir Systems, LLC for the provision of Soil Scout brand sensor systems and cloud-based soil monitoring services for the Parks & Recreation Department. The contract covers ongoing and as-needed supply of soil moisture, temperature, and salinity sensors, which provide real-time underground weather maps directly to user devices, facilitating precise soil condition management. This procurement is justified as noncompetitive because SubAir Systems, LLC is the sole authorized vendor within Hillsborough County capable of supplying the required proprietary sensor technology, which utilizes patented underground radio communication technology and is sold exclusively through their regional representative. The County retains the right to extend the contract duration, modify the scope of services, and increase the award amount based on evolving needs. Contractors who believe they can supply equivalent goods or services are invited to submit detailed challenges by October 29, 2024, through the designated communication platform. The County will evaluate any challenges to determine if genuine competition exists before finalizing the award. This procurement aligns with the County’s policies and aims to ensure continuous soil monitoring capabilities essential for effective land management within the specified service area.

Full Description

Hillsborough County intends to recommend the award of a noncompetitive procurement to SubAir Systems, LLC, for a two (2) year period for ongoing and as-needed Soil Scout brand sensor system parts and Cloud System used for soil monitoring services at a total cost of $200,730.00 for the Parks & Recreation Department. The soil monitoring services will provide soil moisture, temperature, and salinity monitoring, delivering a real-time underground weather map on variability within the premises and management zones directly to users’ devices, enabling precise and proactive management of soil conditions. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(1) and is considered a noncompetitive procurement because SubAir Systems, LLC is the only authorized vendor in Hillsborough County that can provide the required sensor systems equipped meeting salient specifications with their patented (Patent No. US9673912B2) underground radio technology due to their proprietary equipment and software applications and the manufacturer only sells direct through one regional representative. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.

Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
