Solicitation # 09112026
The University of Arkansas, Fayetteville (UAF) issued solicitation 09112026 to secure a term contract for cybersecurity advisory, architecture, engineering, and compliance services. The primary objective was to mature the university's Cybersecurity Maturity Model Certification (CMMC) Program to achieve and maintain compliance with CMMC Levels 1, 2, and 3, specifically to protect Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). The proposed scope of work included a phased delivery schedule over 13 months, covering compliance maturation, control architecture design, continuous monitoring strategies, and secure architecture development. The contract was intended for a two-year base period with two optional renewal years. Evaluation of proposals was based on a 100-point system, weighted toward the technical proposal (40 points), respondent qualifications (30 points), and cost (30 points). Requirements for bidders included Professional Liability insurance of $2,000,000 and strict adherence to various federal and state standards, including NIST SP 800-171 and DFARS regulations. However, on October 19, 2026, the University of Arkansas, Fayetteville officially cancelled RFP 09112026 via Addendum 3. This cancellation was prompted by changes in federal guidance that necessitated a reassessment of the procurement scope, with the university intending to issue a new solicitation once requirements are clarified.

The procurement encompasses a broad range of products including hardware such as servers, switches, storage arrays, personal computing devices, peripherals, audio-visual equipment, and cloud-based services from various OEMs. Additionally, the contract covers related product lifecycle management services like asset recovery, disposition, and warehousing, supporting the full lifecycle of IT assets. The contract is managed by the FAA's Office of Acquisition and Business Services and is set under NAICS code 541512, with a size standard of $34 million. The solicitation process experienced multiple amendments, with the initial due date extended from December 5, 2024, to January 14, 2025, and subsequently to January 29, 2025. This project, identified under solicitation 697DCK-27-R-FLL01 and NAICS code 236220, has a total target budget of 85 million dollars.
