Ocean shipments must utilize U.S.-flag vessels unless waived, and the contractor must affirm UEI and CAGE codes, represent their size and socioeconomic status correctly in SAM, and ensure compliance with NIST SP 800-171 requirements through the CMMC framework. All submissions must be made electronically via the DLA-BSM Bid Board System by August 13, 2026, and while pricing details are not fully specified in the solicitation, award is expected to be based on compliance with technical, regulatory, and socioeconomic criteria rather than a clearly defined price competition model.
