This is an Advance Notice/Sources Sought for SCSTC Instructor Services Follow-On. This is a combined Advance Notice/Sources Sought only. This is not a request for proposals and does not obligate the Government to award a Contract or Task Order. The Navy is now utilizing the Solicitation Portal within the Procurement Integrated Enterprise Environment (PIEE) as an enterprise solution for soliciting and receiving proposals. All SeaPort MAC holders will need to register for PIEE accounts in order to now receive solicitations and submit proposals. 13 April 2026 - Attached the Industry Day Slides and provided the preregistration list. Also, switched the Advance Notice/Sources Sought from SeaPort Opportunities to PIEE-SOL/SAM.gov. 06 October 2026 - Due to a change in contracting strategy to comply with Executive Order 14402 (EO 14402), the Government is revising the anticipated contract type to be a hybrid Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) and Firm Fixed Price (FFP) Task Order. As a result of this change, all interested vendors must submit a capability statement, even if one was previously submitted. Responses must be received no later than NOON EST on 16 October 2026 via e-mail to brooke.n.lindner.civ@us.navy.mil.
