The contract involves a two-phase design-build project for the development of a Mission Valley campus for San Diego State University, located in California. The process employs a modified Collaborative Design-Build approach, where qualified Design-Builders submit Statements of Qualifications to be selected based on their credentials and proposed fees, without a traditional design competition. The first phase focuses on design and preconstruction activities to define the project scope, while the second phase involves the actual design-build construction to complete the development. The project encompasses a comprehensive mixed-use campus village and research park, including facilities for educational, research, and support programs, along with significant infrastructure development. Key components of the project include the demolition of the existing San Diego County Credit Union Stadium and the construction of a new multipurpose stadium by others. The development plans also feature approximately 1.6 million square feet of campus facilities, around 4,600 residential units, two hotels with about 400 rooms, nearly 95,000 square feet of commercial and retail space, and a 75-acre river park with passive and active recreational areas. Additionally, the project involves offsite improvements such as roadway enhancements, landscaping, parking, and infrastructure upgrades across initial phases. The solicitation was issued in February 2019, with a response deadline of March 25, 2019, and the project is managed by San Diego State University under the California State University system.
