Sea Train Phase 1 and 2

The Sea Train Phase 1 and 2 program is a competitively awarded cost-plus-fixed-fee contract managed by the Defense Advanced Research Projects Agency within the Department of Defense. The primary objective of the initiative is to develop and demonstrate innovative approaches to reduce wave making resistance for Medium Unmanned Surface Vessels, thereby overcoming inherent range limitations and enabling extended transoceanic operational transit. Due to significant research uncertainties that preclude accurate cost estimation, the project utilizes a cost-plus-fixed-fee structure rather than a firm-fixed-price arrangement. The work is performed in Groton, Connecticut, and is divided into two distinct phases focusing on conceptual design, simulation, and subsequent testing and updates. Technical efforts center on the development of integrated hull and connector designs alongside dynamic control architectures. The procurement process involved a Broad Agency Announcement that required detailed proposals covering vessel specifications, autonomy behaviors, and performance metrics. Proposers were required to submit comprehensive cost breakdowns, including labor, materials, and subcontractor expenses, as well as administrative certifications regarding intellectual property and organizational conflicts of interest. The program emphasizes the transition from theoretical simulation in Phase 1 to practical demonstration and validation in Phase 2 to ensure the viability of the Sea Train capabilities.
