The contract covers a broad range of sustainability, repair, and maintenance (SRM) and minor construction work on real property. The agreement consists of a one-year base period with four one-year option periods, featuring a total maximum ceiling of $99,000,000. Individual task orders have a minimum value of $5,000 and a maximum limit of $19,800,000. For items not listed in the Unit Price Book, Non-Pre-Priced (NPP) items are allowed but must not exceed 10 percent of a task order's total cost and require three independent quotes. Proposals are evaluated based on best value, with past performance on government projects between $100,000 and $3,000,000 weighted more heavily than price. Contractors must meet strict security and personnel requirements, including U.S. citizenship and Real ID compliance for installation access. Key personnel must include a Program Manager and Lead Estimator with at least five years of JOC experience, as well as a certified Site Safety and Health Officer. Performance and payment bonds are required for task orders exceeding $35,000, though some documentation suggests a $150,000 threshold.
